Introduction

 

DICA MasterCard is a Prepaid Card that has the benefits of a MasterCard. It aims to provide users with spending privileges and convenience. Users can top up the card conveniently using the DICA app and travel around cashless.

Requirements

 

For Singaporeans / Singapore Permanent Residents

  • Front and back images of the identity card (Note: driving license will not be accepted for this application)
  • Local residential address
  • USD 100
  • Valid mobile number
  • At least 18 years old and above

 

 

For Foreigners / Foreign Students

  • Front and back images of Employment Pass (EP) / S Pass / Work Permit (WP) / Student Pass
  • Local residential address (to attach the proof of residential address from hostel, utility bills, mobile phone bills or bank statements)
  • USD 100
  • Valid mobile number
  • At least 18 years old and above

 

Card Top-Up, Spending limit & ATM Withdrawal 

  • Monthly Maximum Card Top-up Limit is USD 300 
  • Per Top-up transaction is USD 150 
  • Monthly Maximum Card Spending Limit is SGD3,000
  • Per Transaction Spending Limit is SGD1,000 & Daily Spend Limit is SGD1,000
  • Monthly Maximum ATM Withdrawal Limit is SGD3,000
  • Daily Maximum ATM Withdrawal Limit is SGD1,000

Top-up of card can be done via the e-Wallet function within the DICA app.

Please take note of the following fees for ATM withdrawal services:

  1. i) SGD 3.50 per withdrawal (For withdrawal amount SGD 500 & below)
  2. ii) SGD 6.50 per withdrawal (For withdrawal amount above SGD 500)

 

 

MasterCard Application

 

  1. Download DICA App from App store or Google Play and sign up for an account.
  2. Login to DICA app and tap on[Wallet] >[Prepaid Card] to enter the Prepaid Card page.
  3. Tap on [Sign Up], which will direct you to the application page , fill in your particulars and complete your sign up.
  4. Alternatively, you can tap on [DICA MasterCard] at the bottom right hand corner to proceed to the application page.

 

 

MasterCard Application: Sign Up

 

  1. Complete the personal detail fields and upload the necessary documents as follows:
  • Image of your NRIC / EP / S Pass / Work Permit / Student Pass (front and back)
  • Image proof of residential address from hostel or full copies of utility bills, mobile phone bills or bank statements (dated within 3 months from the date of application) bearing the name which matches the name of the pass holder – Applicable to foreigners only

Please note: Application will be rejected if any of the mentioned necessary document(s) such as application form or/and payment of USD 100 is/are not submitted.

 

  1. Read and check to agree to the the Terms and Conditions and tap on [Continue]

 

 

MasterCard Application: Payment

 

  1. Tap on [OK] to proceed to payment page. Application will be processed upon successful payment.

 

  1. Your application will take minimum30 working days to process. Upon approval of your application, the card will be send to your registered residential address. You will receive a notification [Chat] on the App indicating that your MasterCard application has been approved.

 

 

MasterCard Activation

 

  1. Proceed to [Wallet] > [Prepaid Card], tap on MasterCard image. Sign in with your Email and password, then click “Login” to activate the card.

 

 

  1. Enter your 16-digit MasterCard number after you have received your card then click on “Get Code”. The Code will be sent to your registered mobile number. It will display “Activated Successfully” and an acknowledgement email will be sent along with pin code (for the ATM use) to your email within 7 working days.

 

 

To View Your MasterCard On the App

 

Go to [Wallet] > [Prepaid Card]. Tap on MasterCard image. You will be prompted to key in the password before you can view the card image. Key in the password you have set for all payments on the app. After you key in the password, your virtual card image will pop up on the screen where you can see the dynamic CVV* on the card.

Do note that the CVV shown on your virtual card on the app is dynamic as the CVV will be different each time you tap on the virtual card. Do not leave the page and re-tap the page in the midst of the transaction to prevent from resetting the CVV.

Withdraw Cash from ATM

 

  1. Under [Prepaid Card] screen, tap on [Reset Password] under the MasterCard, click on [Send Email]

 

 

  1. You will receive an email from Matchmove for the ATM pin, open the attachment to get the pin

 

 

  1. To open the attachment, you will require a 8 character password with the first 2 letters being your first name (in uppercase) followed by the date, month, year of your birth date (in DDMMYY format). E.g. if your name is Song Fei Fan and birth date is 01-01-1980, your password will be FE010180
  2. It will be a 4 digit pin and you cannot change the pin to the numbers of your choice

*IMPORTANT: The attachment can only be viewed under Desktop Viewing. Kindly remember to set it to Desktop Viewing if you are viewing the email using a mobile phone or otherwise use a desktop to read the email.

  1. Please note that you can only withdraw cash with this card from the ATM that is under the ATM5 network. The following are the banks under the ATM5 network:

 

To Withdraw Cash:

  • Select cash withdrawal
  • Under the account option, select Savings
  • Key in the amount you wish to withdraw and enter the pin that was assigned to you in the email attachment you have received

 

ATM Withdrawal Fee:

  • SGD 3.50 per withdrawal (For withdrawal amount SGD 500 & below)
  • SGD 6.50 per withdrawal (For withdrawal amount above SGD 500)

 

Top Up of DICA e-Wallet

 

  1. Top up of card must be done via e-Wallet function within the DICA App.
  2. To top up your e-Wallet, tap on [Wallet] > [Top Up] to enter into the Top Up page.
  3. Enter the amount that you wish to top up and tap [Continue].
  4. You will be able to top up your e-Wallet via Visa, MasterCard, UnionPay, eNets or AXS. After selected your top up method, you will be prompted to enter the credit card / bank information.
  5. Upon completed all the fields, the selected amount will be credited to your e-Wallet (Cash Balance) shortly after the approval of transaction by bank.

 

Top Up MasterCard

 

  1. Login to DICA app and tap on [Prepaid Card]. Tap on [Top Up] to enter Top Up page.
  2. Enter the top up amount in the text field and tap [Continue] to continue with the top up process.

Track Transaction History

 

  • Under [Prepaid Card] screen, tap on [Records] under the MasterCard section to view your MasterCard’s transaction history.

Reset Password

 

  1. [Reset Password] function allows you to change the ATM Pin Code. Simply go to [Prepaid Card] > [Reset Password] under the MasterCard, then click on [Send Email]
  2. You will receive an email from Matchmove for the ATM pin, open the attachment to get the pin.

  1. What document(s) is/are required for the card application?

Name, Gender, Address, Local contact number, front & back image of NRIC / Employment Pass (EP) / S Pass / Work Permit (WP) / Student Pass.

 

  1. Is driving license acceptable for the application?

Unfortunately, driving license is not accepted.

 

  1. What are the prerequisites or any minimum income requirement to apply?

There is no minimum income requirement.

 

  1. Is there any age limit to apply?

You need to be at least 18 years old to apply. For foreign applicants, you need to have an occupation as well as a place of residence in Singapore.

 

  1. Can I apply for more than one DICA MasterCard?

No, each individual can only apply for one.

 

  1. Is a corporate entity able to apply?

No, only individuals are able to apply.

 

  1. Is there any fee involved in the card application?

Yes, there will be an administrative fee of USD 100.

 

  1. How long does the application process take and how do I receive the card?

The process should take minimum 30 working days if there is no delay in submission of the required information. The physical card will be sent to your residential address.

 

  1. Can I use fixed line as the contact number in the application?

No, it has to be a mobile number as it will be the contact point to receive SMS verification codes for all transactions.

 

  1. I currently have DICA UnionPay card linked to my email on DICA App. Can I use the same email ID to apply for DICA MasterCard?

Yes, you need to use the same email ID as the user id to apply for DICA MasterCard.

 

  1. Is this a credit card?

No, this is a Prepaid Card. Prepaid Cards are stored value cards with no debt liabilities thus you spend only what you have topped up.

 

  1. What is/are the difference(s) between this card and the usual credit cards?

Prepaid Cards are stored value cards with no debt liabilities thus you spend only what you have topped up, yet you can enjoy MasterCard privileges (T&C applies).

 

  1. When can I use the card?

Simply activate the card via DICA app or scan the QR code to login from www.DICA.com . Once activated, you can use the card immediately.

 

  1. Where can I use the card?

You can use the card at any merchant store that accepts MasterCard.

 

  1. What are the benefits of using this card?

You will be able to enjoy MasterCard’s major promotions and discounts.

 

  1. Can the card be used at any online shop or booking website?

You may use it at any online store or booking website that accepts MasterCard for payment.

 

  1. Where do I find the CVV code for online purchase?

The CVV can be found at your virtual MasterCard on the DICA app. Do not use the CVV found on the physical card. Do note the CVV on the virtual MasterCard is dynamic and will be different each time you tap on the virtual card.

 

  1. Can I use the card to make purchases on Apple Store / Google Play / PayPal?

Yes, you may use it for purchases at Apple Store / Google Play / PayPal when you add the card number to Apple Store / Google Play / PayPal account. However, please note that there will be a “Temporary Authorization Fee” of USD1 as a form of verification to ensure your card is in good standing and valid. The “Temporary Authorization Fee” will be released back to your card balance within 7 working days.

 

  1. Does the card support PayPass?

Yes, this card supports PayPass function.

 

  1. Is there any “Credit Limit”?

No, this is a Prepaid Card where you top up the funds that you want to use.

 

  1. Is there any minimum balance requirement for the card?

There is no minimum balance requirement.

 

  1. Can the card be used to make payment at AXS or SAM machines?

No, this card functions just like any MasterCard. AXS and SAM machines do not accept MasterCard or VISA or any form of credit cards to make payment.

 

  1. Can the card be used to withdraw cash at ATM machines?

As soon as you have received the PIN number, you may withdraw cash from the stored value in the card at selected ATM machines under the ATM5 Network. Please take note of the fees for ATM withdrawal services:

  1. i) SGD 3.50 per withdrawal (For withdrawal amount SGD 500 & below)
  2. ii) SGD 6.50 per withdrawal (For withdrawal amount above SGD 500)

 

  1. Can I change the pin number for the card for ATM use?

No, the pin number for the ATM use (the one that sent via the email attachment) is fixed and cannot be changed.

 

  1. What happens if I forget the pin number for ATM use?

You may request for pin number reset. To reset the ATM pin number, simply go to DICA app under [Wallet] > [Prepaid Card] and tap on [Reset Password] under the MasterCard. A new pin number will be send to your email.

 

  1. How do I view the record of my transactions? Is there any paper statement each month?

You can go to [Prepaid Card] > [Records] on the DICA app to view your transactions. No paper statement will be given.

 

  1. How do I top-up the card and what is the minimum top-up amount?

You can top-up using DICA app via the e-Wallet function and there will be no minimum top-up required. If you do not have sufficient funds in your e-Wallet, you will be re-directed to top-up your e-Wallet first.

 

  1. Is there any maximum amount that I can top up to the card?

Per top up limit is USD 150. The maximum amount that you can top up each month is USD 300.

 

  1. How do I view my card balance?

You may go to [Prepaid Card] on the DICA app to view your card balance.

 

  1. Is there any expiry for the card?

A standard expiry date applies can be found on the card. A new card will be sent to you one month before the expiry of the existing card. An administrative charge of USD 100 applies.

 

  1. What happens if there is still card balance in my expired card?

The new card will be sent to you a month before your card expires. You may request for a transfer of the card balance to the new card when you receive it.

 

  1. How do I request to transfer the old card balance to the new card?

Please contact our Customer Service Hotline at +65 9851-1658 to request for the transfer.

 

  1. Is there any card replacement when it is lost or misplaced?

For lost card, the card user needs to write in using registered email address (same as the user ID), together with a copy of the card user’s identity card (front and back) to inform the card is lost and request for a replacement card. An administrative charge of USD 100 applies for card replacement. There will be no refund of lost card’s balance (if any) to new card.

 

  1. Can I terminate the card anytime and how do I get the refund of my card balance?

You may terminate the card anytime. The card balance will be refunded to your cash balance on the app.

 

  1. How do I cancel the card or report loss when I lost or misplaced my card?

  1. Is the card transferrable?

No, the card is not transferrable.

 

  1. Is the card bounded by relevant laws?

Yes.  This card is bounded by legal liability. We reserve the rights to suspend or terminate your card services with us should your card be used for any illegal transactions.
